Combinatorial Optimization for Urban Planning: Strategic Demolition of Abandoned Houses in Baltimore, MD

In 2017, Baltimore City was awarded $75 million earmarked for the targeted demolition of a portion its 16,000 vacant and abandoned buildings. Selecting an optimal set targets is difficult given that cost per not independent overall pattern; like many older cities, Baltimore’s housing includes large number attached row houses, which require construction retaining walls when demolished home abuts non-demolished home. this paper, we present method by planners can use integer linear programming to identify potential objectives. The simplest objective, demolishing maximum houses specific budget, compared with more complex functions attempt proxy improved quality life resulting from demolitions. results different objective are then assessed in terms equity efficiency using spatial distribution proposed as point comparison.
